1. Re-look at South Boston Parking Freeze: Limiting the vehicles with a limited capacity Silver Line will only restrict development in the area.
2. Establish a policy for projects under Ch. 91 establishing a license term of 99 years (as opposed to a case by case negotiation.)
3. Encourage the use of 121A tax abatements for hotel developments.
4. Streamline MEPA process to encourage development in the Seaport.
5. Encourage the City to move forward on a “Back Bay ramp” giving access to and from the Seaport to the hotels in the Back Bay.
6. Meet with the Seaport developers to determine impediments to development.
7. Work with BRA to start prioritizing efforts to develop this area.
8. Support the branding of this District as the “Seaport District” (the private sector is in conflict with the City using “South Boston Waterfront”)
9. Limit additional exactions on developers in this area. Boston has already increased the linkage payments in this district and required unusually high infrastructure payments.
10. Make certain there is sufficient Energy capacity in the area to allow for the area build-out.
