NAIOP Chief Executive Officer

David Begelfer, as CEO, has overall responsibility for the Massachusetts Chapter of NAIOP. Mr.Begelfer ensures that NAIOP maintains an effective voice for developers and land owners on Beacon Hill and Capitol Hill by working directly with the executive and legislative branches and the numerous governmental agencies regulating the industry.

Tamara Small works closely with the public affairs committees to guide the Chapter's public affairs agenda. She communicates with members on critical policy issues, testifies on legislation affecting the industry and works to ensure that the Chapter is actively involved in the development of important economic and environmental policies and regulations.

Richard A. Nylen, Jr.
Lynch, DeSimone & Nylen, LLP

Mr. Nylen is NAIOP's regulatory counsel. He is a former Commissioner of the MDC. Mr.Nylen advises NAIOP on environmental regulations and sits on numerous regulatory advisory committees representing the interests of NAIOP and commercial real estate developers. He has represented NAIOP for more than ten years. Mr. Nylen's private practice is environmental permitting and land use; federal, state and local environmental and regulatory law.
